The State Council's "Opinions on Strengthening and Promoting Ecological Civilization Construction", "Overall Plan for the Reform of the Ecological Civilization System", and "Opinions on Establishing a Unified Green Product Standard, Certification and Labeling System" all propose that China will establish a unified green product system, provide more green products, cultivate green consumption, and actively guide consumers to purchase green products.

In accordance with the requirements of The State Council, the Ministry of Industry and Information Technology of the People's Republic of China has asked the China Petroleum and Chemical Industry Federation to carry out the formulation of green product evaluation standards in the chemical industry. Among them, the China National Coatings Industry Association selected interior wall architectural coatings from the coatings industry as products to participate in this work.

In response to the above requirements, the China National Coatings Industry Association has initiated the formulation of standards for green building interior wall coatings in the coatings industry. This standard will be jointly issued by the China National Coatings Industry Association and the China Petroleum and Chemical Industry Federation under the leadership of the Ministry of Industry and Information Technology of the People's Republic of China, and relevant certification work will be carried out in accordance with this standard.

The General Office of the State Council has issued the "Opinions on Establishing a Unified Green Product Standard, Certification and Labeling System".

Recently, The General Office of the State Council issued the "Opinions on Establishing a Unified Green Product Standard, Certification and Labeling System" (hereinafter referred to as the "Opinions"), making arrangements for implementing the "establishment of a unified green product system" proposed in the "Overall Plan for the Reform of the Ecological Civilization System" issued by the Communist Party of China and The State Council.

On December 7th, the General Administration of Quality Supervision, Inspection and Quarantine of the People's Republic of China held a press conference to interpret the compilation of the "Opinions" and emphasized the implementation and promotion of the "Opinions". Bo Yumin, chief engineer of the Certification and Accreditation Administration of the People's Republic of China, Yang Lixin, deputy director of the First Department of Industry of the Standardization Administration of China, Li Jing, director of the Information Office of the General Administration of Quality Supervision, Inspection and Quarantine, and representatives from relevant departments, TV stations, Xinhua News Agency, Economic Daily and other media attended the press conference.

The Opinion, in accordance with the principle of unified directory, unified standards, unified evaluation and unified labeling, integrates the existing environmentally friendly, energy-saving, water-saving, circular, low-carbon, recycled and organic products into green products. By 2020, a systematic, scientific, open, integrated, advanced in indicators, authoritative and unified green product standard, certification and labeling system should be initially established. Laws, regulations and supporting policies should be improved to achieve the goal of system integration of one type of product, one standard, one list, one certification and one label.

The Opinion clearly defines seven aspects of tasks.

First, unify the connotation and evaluation methods of green products. Based on the concept of the entire life cycle, scientifically determine the key stages and key indicators of green product evaluation, and establish corresponding evaluation methods and indicator systems.

Second, a unified green product standard, certification and labeling system should be established, giving full play to the functional role of industry authorities, and a green product standard, certification and labeling system that suits China's national conditions should be established.

Third, implement a unified list of green product evaluation standards and certification directories, and carry out green product certification in accordance with the standards in the list to avoid duplicate evaluations.

Fourth, innovate the supply mechanism of green product evaluation standards, give priority to products closely related to consumers' food, clothing, housing, daily use and transportation, and study and formulate green product evaluation standards.

Fifth, improve the effectiveness assessment and supervision mechanism for green product certification, promote the construction of a green product credit system, apply big data technology to improve the supervision methods for green products, establish an indicator quantification assessment mechanism, and publicly accept market testing and social supervision.

Sixth, enhance the capacity of technical institutions and the construction of information platforms, cultivate a number of professional service institutions for green products, and establish a unified information platform for green products.

Seventh, promote international cooperation and certification, and actively respond to foreign green barriers.
