At present, strict policies are in place and the state is vigorously promoting environmentally friendly and multi-functional products. In recent years, the state has taken strong measures to control environmental pollution, and policies and regulations have given preferential treatment to environmentally friendly coatings such as water-based coatings and powder coatings, as well as functional products.

1. National standards have been released

On December 13th, the General Administration of Quality Supervision, Inspection and Quarantine and the Standardization Administration of the People's Republic of China issued the 23rd Announcement of the National Standards of the People's Republic of China in 2016, approving and releasing 292 national standards including "Evaluation Indicators for New Smart Cities" and 23 foreign language versions of national standards. Among them, the national standards GB/ T33299-2016 "Color Mixing Machines for Coatings" and GB/ T33327-2016 "Evaluation of Storage Stability of UV-curable Coatings" will both come into effect on July 1, 2017.

2. The Standardization Administration of China issues the plan for the formulation and revision of national standards

The Standardization Administration of China issued notices on the first, second and third batches of the national standard formulation and revision plans for 2016 on June 12, September 20 and September 20 respectively. Among them, GB/ T25261-2010 "Reflective Thermal Insulation Coatings for Buildings" and GB/ T9756-2009 "Synthetic Resin Emulsion Interior Wall Coatings" will be revised, and the recommended standards "Determination of Polycyclic Aromatic Hydrocarbons in Coatings" and "Determination of Polychlorinated Biphenyls in Coatings" will be formulated.

3. The state encourages the development of group standards, and the group standard "High-Solid Solvent-based Coatings for Automobiles" has been released

With the release of the group standard T/ CNCIA01001-2016 "High-Solid Solvent-based Coatings for Automobiles" by the China National Coatings Industry Association on December 28, 2016, it marked a substantive step forward in the formulation of group standards for the coatings industry. On March 1, 2016, the General Administration of Quality Supervision, Inspection and Quarantine and the Standardization Administration of China issued a notice on the "Guiding Opinions on Cultivating and Developing Group Standards". It is proposed to cultivate and develop group standards, which is an important measure to give full play to the decisive role of the market in the allocation of standardization resources and accelerate the construction of a new national standard system. At the same time, it is necessary to implement the requirements of the "Plan for Deepening the Reform of Standardization Work" issued by The State Council and promote the healthy and orderly development of group standardization work.

4. The Standardization Administration of China has issued the project plan for the foreign language version of national standards

On August 26th, the Standardization Administration of China issued the notice of the General Office of the Standardization Administration of China (Document No. 56 of 2016) titled "Plan for the First Batch of Foreign Language Versions of National Standards in 2016", approving 64 projects for the first batch of foreign language versions of national standards in 2016, mainly covering national standards in areas such as international trade, economic and technological cooperation, overseas engineering, and supporting the "going global" of Chinese standards. It is required that the "Fireproof Coatings for Steel Structures" standard be translated by the Sichuan Fire Research Institute of the Ministry of Public Security.

5. The Standardization Administration of China solicits opinions on the conclusion of the integration and simplification of mandatory standards

On September 23rd, the Office of the Inter-ministerial Joint Conference on Standardization Coordination and Promotion of The State Council issued the "Notice of the National Standardization Administration Committee on Soliciting Opinions on the Conclusion of the Integration and Streamlining of the Third Batch of 3,487 Mandatory Standards". Among them, GB12441-2005 "Decorative Fireproof Coatings" and GB14907-2002 "Fireproof Coatings for Steel Structures" are revised by the Ministry of Public Security, while GB28374-2012 "Fireproof Coatings for Cables" and GB28375-2012 "Fireproof Coatings for Concrete Structures" remain valid. The revision of "Fireproof Coatings for Steel Structures" and "Fireproof Coatings for Decorative Surfaces" shall continue to be implemented by the Ministry of Public Security, and the formulation of "Emission and Measurement Methods of Pollutants from the Paint and Coatings Industry" shall continue to be implemented by the Ministry of Environmental Protection The "Implementation Guidelines for Safety Production Standardization of Coatings Manufacturing Enterprises" (AQ3040-2010) was integrated into a mandatory national standard by the State Administration of Work Safety and the "General Specifications for Safety Standardization of Hazardous Chemicals Business Units" (AQ3013-2008). Exceptions to "Occupational Health Technical Specifications for Coatings Manufacturing Enterprises" (AQ4254-2015), "Safety Technical Regulations for Coatings Manufacturing Enterprises" (AQ5204-2008), and "General Safety Requirements for the Use of Coatings and Auxiliary Materials" (AQ5216-2013) - Remain valid Db44/816-2010 "Emission Standard of Volatile Organic Compounds for Surface Coating (Automobile Manufacturing Industry)" is an exception by the People's Government of Guangdong Province - remains valid, etc.
